By order of the 354th FW Vice Commander, due to continued inclement weather and degraded driving conditions, the following directives are issued:

Commander's Intent: There is nothing more important than your personal safety and that of your families.

Based on inclement weather conditions, all personnel are directed to use common sense and employ operational risk management to mitigate hazards and reduce the other-than-mission-essential manpower footprint on base.

Rules of Engagement for 23 Nov 2010:

- Mission essential personnel report for duty. "Mission Essential" will be determined by commanders. All others will remain on telephone standby. Today is not a down day; but rather a safety precaution move to protect our most critical asset: our Airmen both military and civilian. Please take every effort to remain mission-ready.

- Limited base services:

o Fitness Center: Open through 1800 hrs

o Child Development Center: Open through 1300 hrs

o Youth Center: Open through 1600 hrs

o After-School Program: Open through 1300 hrs

o Yukon Club: Closed

o Bowling Center: Open through 1600 hrs

o AAFES:

o Main Exchange: Closed

o Shoppette: Open through 1600 hrs

o Food Court: Open 1000-1400 hrs

o Commissary: Open through 1700 hrs

- Civilians will be on administrative time unless identified as mission essential

- Limit on-base movement to facilitate the clearing of roads. Please reduce speed around base and drive with caution.

- All routine 354 FW meetings and routine medical appointments are cancelled through Wednesday, 24 Nov 10.

- All schools on-base will be closed today; the school district will confirm school status for tomorrow by this afternoon.

- Rule of engagement tomorrow will be the same as today unless told otherwise via senior leadership.

- There will be a Commanders Meeting in the Wing Conference Room on 24 Nov 10 at 0900 hrs for further instructions.

Other Information:

- Conditions on Richardson Hwy have degraded with black ice & freezing rain. No road closure has been reported at this time.

- Freezing rain is expected to continue through 1900 hrs 24 Nov 10. Temperatures will continue to drop sharply thereafter, causing the slush/water to freeze.
