SLA for deployed and non-deployed members in use or lose status

Special Leave Accrual for deployed and non-deployed members in use or lose status occurs as a result of a catastrophe, national emergency or operation in defense of national security. Furthermore, it should be a result of the member's inability to take leave or to reduce their leave balance to 75 days before the end of the fiscal year.

Eligibility: SLA applies when deployments or assignments to designated operational missions at the national level prohibit members from using leave. The only qualifying operations for this SLA period are: Enduring Freedom, Noble Eagle and Iraqi Freedom. Members are eligible for SLA if one of the following circumstances prohibited normal leave use:

- Deployment to an operational mission at the national level for a continuous period of at least 60 days

- Assignment or deployment for a continuous period of at least 60 days to unit, headquarters, and supporting staffs when their involvement supporting a designated operational mission at the national level prohibits them from taking leave

- Deployment for at least 60, but less than 120, consecutive days to a designated hostile-fire or imminent-danger area

- Deployment to a hostile-fire or imminent-danger pay area for 120 or more consecutive days and receive this special pay for 4 or more consecutive months

Note: Members are ineligible for special leave accrual consideration if they returned from deployment and had the opportunity to use leave but failed to do so. Post deployment recovery time is not a valid reason for reinstatement of lost leave when accrued leave could have been taken in its place.

Procedures: Members currently deployed must identify themselves to their PERSCO team. The PERSCO team will then notify the home station for inclusion on the mass list. Spreadsheets and instructions will be provided to commanders and first sergeants. 354th Force Support Squadron Military Personnel Section will consolidate names of individuals approved for SLA and forward to the wing commander, or equivalent (0-6 or above) for final approval. Submissions must be made by 20 Nov 2009.
