New PCS in-processing system set to launch June 1

The Permanent Change of Station In-Processing System is a new program aimed at streamlining PCS voucher submission and is set to launch at Eielson Air Force Base June 1. 

The new system is designed to allow paperless submission of PCS vouchers by using "wizard" technology to guide the user through completing their voucher.

With few exceptions, military newcomers will be able to use the PIPS around the clock to complete their PCS voucher and all other required forms to in-process with Finance. Since PIPS will be available 24 hours a day, seven days a week, this will allow the member to complete their PCS travel voucher at their own convenience.

The PIPS offers a secure, paperless way to submit PCS-related financial documents with automated assistance to the member. The program guides the member through an interactive interview session that explains PCS entitlements based on the information given by the member. This includes PCS from other overseas locations, stateside locations, and with or without dependents. 

The question and answer technology will make it virtually impossible to overlook even the smallest detail when completing a PCS voucher. Members can access PIPS via eFinance, a secure website application, using their Common Access Card.

When the member first arrives at Eielson, the member must report to the Military Personnel Section. In order to expedite PIPS processing, MPS will update their CAC credentials and the member will receive an in-processing checklist specifically for Finance. The checklist will direct them to complete a DD Form 2875, System Authorization Access Request, and obtain their supervisor and Unit Security Manager's signatures. 

The next stop is to the Communications Squadron where the computer support administrator will set up their Eielson network account prior to scheduling their Finance in-processing.

To help transition to the new system, Comptroller Squadron personnel will conduct help sessions on an appointment basis for a limited time. The appointments will be available in Finance Services Office Customer Service lobby, 9 to 10 a.m. Monday through Friday. The appointment will be acquired via the Finance Customer Service email address at 354cpts.customerservice@eielson.af.mil. The member will also have the choice to complete the voucher on their own.

Once the voucher is complete, the Comptroller Squadron is notified via email and performs a local audit of the voucher before transmitting it to the Air Force Financial Services Center. The streamlined processing of this system will reduce the overall document preparation time while completing a correct and standardized document.
