Simplifying the moving process Published May 4, 2009 By compiled staff reports 354th Logistics Readiness Squadron EIELSON AIR FORCE BASE, Alaska -- For servicemembers, Department of Defense civilians and their families, permanent change of station moves can be a stressful reality of military life. To improve the moving process and streamline it for those who support it, the DoD developed a new personal property program called Defense Personal Property Program. DPPP focuses on meeting the needs of servicemembers by promoting quality of service. The backbone of DPPP is the Defense Personal Property System; which automates and simplifies the PCS move process. DPS is the one-stop source for managing personal property moves. It provides 24-hour access to personal property shipment information throughout the entire moving process. Key Improvements - Contracts awarded based on quality of service, best value carrier selection - Direct communication between carrier and servicemembers - Simplification and consolidation of accessorial services (i.e., crates for motorcycles, unique furniture, etc.) - Increased direct deliveries to residence - Simplified customer claims process - Full replacement value on loss and damage claims - Improved invoice payments through the PowerTrack system Best Value/Best Service - Direct communication between carrier and servicemembers - Simplified claims process - Web-based pre-move counseling support - Reduced government-unique forms/processes - Improved invoice payments through the PowerTrack system - Customers rate transportation service providers - Enhanced real-time decision support system DPS allows customers to file all their claims on-line and complete the customer satisfaction survey to rate their Transportation Service Provider. The 12 question Customer Satisfaction Survey is the cornerstone of the DPPP. The CSS is a web-based survey that allows servicemembers or their spouse to rate the service and performance provided by the TSP. The goal of the survey is to help improve the overall move experience and ensure that only quality moving companies are used to move months of delivery. To file a claim, log into DPS and select the "CLAIMS" tab. For the Full Replacement Value, the TSP is required to replace any item that is lost or destroyed with a new item, or pay the cost of a new item of the same kind and quality, without deducting for depreciation. The TSP is not required to replace items which can be repaired for less than the FRV of the item. Repair will be to the extent necessary to restore the item to its condition when it was received by the TSP. An item is considered destroyed if it cannot be repaired, or if the cost of repair would exceed the cost of a new item. To have a claim paid on the basis of FRV, it is mandatory to file directly with the TSP within 9 months of delivery. To file a claim, log into DPS and select the "CLAIMS" tab. For FRV, the TSP is required to replace any item that is lost or destroyed with a new item, or pay the cost of a new item of the same kind and quality, without deducting for depreciation.
