354th SFS: Notice to base drivers

Recently 354th Security Forces Squadron personnel have had some drivers on base question why they were receiving a citation because they didn't stop before pulling out from a parking lot even when there is no stop sign.

Many drivers went through drivers training courses in other states which only require you to yield at an unmarked intersection, however the following is an excerpt from
FWI 31-201 applies here on base;

3.3. Stopping When Exiting From Alleys, Buildings, Parking Areas, or Secondary Roads. The driver of a vehicle emerging from an alley, building, parking area, or secondary road shall stop immediately prior to exiting and shall yield the right-of-way to pedestrians and other vehicles. It is also covered under the Alaska Administrative Code (13 AAC 02.257).

Bottom line, if the intersection is unmarked, vehicles must completely cease movement before entering the flow of traffic.

If a person is issued a military citation, they will receive four points on their military driving record. If a civilian is issued a citation, they will receive a $75 fine and four points on their military driving record.
