EIELSON AIR FORCE BASE, Alaska -- The Air Force Civil Engineer Center and the 354th Fighter Wing are seeking a public or private partner to lease and develop underutilized Air Force land through a mixed-use development project.
Under the Air Force’s Enhanced Use Lease program, the proposed development will utilize one or more sites identified in the Request for Lease Proposal for the purpose of constructing a mixed-use development. The Air Force has identified four distinct sites at Eielson Air Force Base totaling 3,967 acres for potential development.
Mixed-use refers to a type of development, zoning classification, or property use that combines two or more different functions or land uses such as residential, commercial, office, cultural, institutional, or entertainment within the same building, site, or neighborhood.
The selected developer will assume responsibility for financing, permitting, development, construction, ownership, maintenance and long-term operations of the development.
The Enhanced Use Lease program allows underutilized, non-excess Air Force property not currently needed for active missions to be leased for compatible commercial development. The leases offer a mutual economic benefit to both the Air Force and potential offerors.
The lease opportunity, which will be awarded through a competitive source selection process, is modeled after the Federal Acquisition Regulation. The Air Force requires the transaction return a value at or above fair market value as indicated in Title 10, United States Code, Section 2667 (10 U.S.C. § 2667).
The Request for Lease Proposal, AFCEC-26-R-0009, is available on SAM.gov. Proposal submissions are due Aug. 10, 2026, at 5 p.m. Central Standard Time.
